The popup ads is controlled based on host packages of users. That is to say, you can only show the popup ads for some host package, for example, Guest package. This can help you better promote your site with premium services.
To turn ads on/off, you can go to admin panel>host packages>edit one package and scroll to the bottom of the page to disable "Show sponser Ad?".
If you want to totally remove the ads for your users, you have to edit every package to disable the ads as the above directions.
