First of all, don't go with 1and1. Look for reviews before getting a hosting account. Read here: http://www.webhostingjury.com/reviews/1and1. There are more reviews. Just look for them.

MFHS doesn't require too much. PHP is a must, and also a MySQL database is required. Usually servers that come with cPanel and/or Plesk, do support MFHS.

Also note that if you want to run a service like this (offer free file hosting services) you would probably need a lot of disk space and bandwidth. I suggest getting a dedicated server.

Again, if you're looking for a hosting account, look better. Cheap is not always good. Remember the old sayin' "You get what you pay for".
